The Technocrat Who Helped Rewire Lagos
In the evolving story of modern Lagos, few figures embody the fusion of technical mastery and public service as distinctly as Dr Kadri Obafemi Hamzat. His life reflects a consistent journey characterised by systems thinking, disciplined execution, and an enduring belief that governance, at its best, should mirror the precision of engineering and the foresight of technology.
Born on September 19, 1964, in Lagos, Nigeria, Hamzat's early life unfolded in the heart of a city defined by hard work and ambition. Raised in Mushin, he was exposed early to public responsibility and community service, observing the balance between leadership, accountability, and the daily realities of ordinary Lagosians navigating a rapidly expanding metropolis.
"Nobody is ready because the assignment is audacious. But what I have is experience. Having served as Deputy Governor of Lagos under Governor Sanwo-Olu, I've learned a lot. I know the room."
Foundation
Rooted in Mushin, Raised for Service
His father, Oba Mufutau Olatunji Hamzat, combined banking, politics, and traditional leadership, while his mother, Alhaja Kehinde Hamzat, provided the cultural and moral grounding that shaped him. From this foundation, he developed an early understanding that leadership is a responsibility to design and strengthen the systems that shape people's lives.
Hamzat's educational journey began at Odu-Abore Memorial Primary School, Mushin, before proceeding to Olivet Baptist High School in Oyo State. From an early age, he demonstrated unusual focus, intellectual clarity and discipline, consistently evident in his academic excellence.
He went on to the University of Ibadan, where he studied Agricultural Engineering, earning both his bachelor's and master's degrees. His pursuit of deeper technical understanding led him to Cranfield University in England, where he obtained a PhD in System Process Engineering in just three years, distinguishing himself as a rare blend of academic precision and practical problem-solving ability.

"His work focused on how systems function, fail, and can be improved. That foundation would later define his approach to governance and public administration."

Before Government
A Career Across Continents and Industries
Before entering government, Hamzat built a professional career that spanned continents, industries, and disciplines. His work cut across engineering consultancy, academia, international finance, and corporate technology systems.
He worked with RTP Consulting Services in engineering systems, engaged in academic and research activities at Columbia University, and gained exposure to international financial systems through Merrill Lynch and Morgan Stanley. These experiences reinforced a worldview shaped by structure, efficiency, and institutional discipline.
A defining phase of his private-sector career came at Oando Plc, where he served as Chief Information Officer and Group Head IT Strategist. At a time when digital transformation was still emerging within Nigeria's corporate landscape, he led significant upgrades to the company's technological infrastructure.
It was here that his governing philosophy became more defined: that technology is the foundational architecture of development.
Public Service
Building the Physical and Digital City
From digital transformation to landmark infrastructure projects — a legacy of delivery.
Commissioner for Science & Technology
Served under Governors Tinubu and Fashola. Drove digital transformation, eliminated payroll inefficiencies, promoted STEM education, and positioned Lagos as Nigeria's leading tech hub.
Commissioner for Works & Infrastructure
Oversaw completion of the Lekki-Ikoyi Link Bridge, expanded the Lekki-Epe Expressway corridor, and executed numerous road and bridge projects across Lagos.
Deputy Governor of Lagos State
Alongside Governor Babajide Sanwo-Olu, Hamzat has provided administrative stability and strategic oversight. He has expanded Lagos's fibre-optic infrastructure, deepened investments in innovation through LASRIC, strengthened cybersecurity frameworks, and represented Lagos at global platforms including GITEX Dubai.
His tenure has been defined by a sustained focus on digital transformation and institutional leadership.
A Political Transition
From Deputy Governor to Gubernatorial Contender
In 2026, Hamzat emerged as the APC governorship candidate for Lagos State ahead of the 2027 elections, marking a historic transition from deputy governor to frontline gubernatorial contender.
His emergence reflects nearly two decades of continuous involvement in Lagos governance and represents the consolidation of institutional trust built over years of administrative and technical leadership.
His candidacy represents the evolution of a technocrat stepping fully into executive leadership at the highest level of state governance.

Who He Is
Systems Over Spectacle
Hamzat is often described as unusually grounded for a man of his position. His leadership style is defined by restraint, focus, and a preference for systems over spectacle.
"He is widely regarded as a technocrat who has retained the mindset of an engineer — someone who sees governance as an interconnected system that must be designed, tested, refined, and continuously improved. In his worldview, cities like Lagos are deliberately engineered to function."
Why Hamzat for Governor? His path through Lagos governance spans more than a decade of direct experience in both infrastructure and policy design. He has observed the city's challenges from within the system and has also participated in building the frameworks that address them.
He is not approaching governance as an experiment to learn. He is ready with institutional memory, operational understanding, and long-standing familiarity with the machinery of the state.
The Vision
My Lagos Dream
A four-pillar agenda built on service delivery, job creation, knowledge and skills development, and health and well-being.

Health & Well-being
"I will work for all Lagosians — the fisherman in Badagry and Epe, the trader in Oyingbo, Mile 12 and Balogun. The hard-working driver, the mechanic, the hawker, and young people trying to survive will not be forgotten. I will also spare a thought for the businessman who wants his investments to yield high returns in a safe and secure Lagos."
